This project was for a design thesis in which the issue of overpopulation had to be addressed in the building design.
The proposed brief called for a new central public library to be sited at the current Queen Victoria Market outdoor car park. It has to accommodate 400 staff and 5000 daily patrons.
The final building product is a 11-storey monolithic structure and an elevated public podium which suspends over the existing car park.
In 1837, this car park was the site for the old Melbourne cemetery. As population expanded in and around the city centre, needs necessitated change and the bitumen car park was laid on top of the cemetery to accommodate the greater vehicular numbers.
One of the issues arising from overpopulation is the scarcity of land and very little time is afforded for the conservation and preservation of the past. We simply keep building on top of existing program with new ones to suit our needs. In the future, immediate needs will change the primary function of the site and in this case, a new library is next step in the palimpsest.
